【摘要】:Thisdocumentspecifiesmethodsformeasuringtheleveloflossandsubstantialdelay,usingasurveyoftestletters,ofdomesticandcross-borderpriorityandfirstclasssinglepiecelettermail,collected,processedanddistributedbypostalserviceoperators.Itisimpossibleinpracticetodistinguishbetweenitemswhichwillneverarriveanditemswhichhavebeendelayedforaverylongtime.Aminimumperiodisthereforedefinedafterwhichanitemthathasbeensentshallbetreatedasifithasbeenlostorsubstantiallydelayedforthepurposesofmeasurement.Theresultingoverallfigureforlossandsubstantialdelayistobeexpressedasapercentageofthetotalpostedpriorityandfirstclasssinglepiecemail.Thisindicatordoesnotmeasurethepostaloperator’soverallperformanceinawaywhichprovidesdirectcomparisonofpostalserviceoperators,anddoesnotincludeotherserviceperformanceindicatorsotherthanthoserelatedtolossandsubstantialdelay.Accordingtothisdocument,lossandsubstantialdelayisestimatedwithinspecifiedaccuracylimits.Whentheleveloflossisverysmallitmayonlybepossibletoestimateanupperlimitforthelevelofloss.ThisdocumenthasbeendevelopedfromandiscompatiblewiththerequirementsofEN13850forthemeasurementofthetransittimeofend-to-endservicesforsinglepieceprioritymailandfirstclassmail,sothatthesamesurveymaybeusedtomeasurelossandsubstantialdelayandon-timeperformance.Thusitcomprisesasetofrequirementsforthedesignofameasuringsysteminvolvingtheselectionanddistributionoftestletterssentandreceivedbyselectedpanellists,accordingtoaspecificationthatensuresthatthetestlettersampledesignisrepresentativeoftherealmailflows.Thisdocumentrelatestothemeasurementofthesocalled“normal”servicesgiventoprivatepersons/householdsandbusinessesthatpostmailatstreetletterboxes,overthecounteratpostoffices,havepickupsattheirofficesorgivetheirmaildirectlyatpostalserviceoperators’sortingcentres.Fortechnicalreasonsthisdocumentmaynotinallpartsbesuitableforthemeasuringofverysmallvolumesofmailandforoperatorswithlimitedcoverage.Thisdocumentisnotapplicableformeasuringtheleveloflossorsubstantialdelayforlargebulkmailers’servicesandhybridmailwhichrequiredifferentmeasurementsystemsandmethodologies.Thisdocumentincludesspecificationsforthequalitycontrolandauditingofthemeasurementsystemandforthereportingoflossandsubstantialdelayofmail.
